This report organizes and summarizes material presented during Week 38. It preserves the context of Anna Maria Riezinger’s statements and writings without adding editorial conclusions.
1. Monday Webinar
Anna opened the September 14 webinar by saying that much of her recent work had involved air jurisdiction. She discussed history, lineages, inheritances, ecclesiastical law, postal rules, patents, treaties, institutional memory, banking, and claims involving private and public funds. She said discussions were ongoing with Canadian institutions and referred to the long institutional memory of the Roman Catholic Church and European kingdoms.
She also said that questions raised about her interpretation of American history had led others to assemble historians, military historians, common-law specialists, and researchers to review primary documents. Anna reported that this review confirmed her account of an American government existing separately from federal and federal-franchise governments. She said that, despite that reported confirmation, she expected continuing disputes over remedies and assets.
2. Banking and Treasury
The webinar returned to the bearer bonds that had previously been presented to the chartered bank. Anna said she retained the physical canceled bonds, video of the cancellation, and a claim involving the bank properties and the sovereign treasury account. She said recovery efforts were continuing.
Banking also appeared throughout the Week 38 writings in connection with the Saint Germain Trust, the Global Family Bank, sovereign international trade banking, asset-backed currencies, and the anticipated release of additional money into the world economy. These subjects were presented as part of a broader discussion of financial control, private assets, and the restoration of American institutions.
3. The Three Jurisdictions and Government Restoration
The webinar included discussion of the three jurisdictions: land, sea, and air. Anna described the constitutions of 1787, 1789, and 1790 as separate service contracts delegating different powers. In her explanation, land-jurisdiction powers were delegated to an American service provider, sea-jurisdiction powers to a British Territorial subcontractor, and air-jurisdiction powers to a Holy Roman Empire subcontractor.
She connected this framework to the effort to restore the American government, recover control of assets, and distinguish the American Government from the British Territorial United States Government and other federal service providers.
4. Native Nations
Week 38 also included extensive discussion of Native Nations. Anna contrasted the American Government’s relationship with Native peoples with the record of the British Territorial government, which she associated with the Trail of Tears, Wounded Knee, reservation policies, residential schools, broken treaties, and other actions against Native peoples.
She emphasized that Native Nations retain their own national identities and described dual nationality as compatible with membership in an American State. In this context she referred to Native people as both members of their own nation and, when born or domiciled in an American State, members of that State community as well.
5. Coordinators, Training, and Assembly Relationships
The webinar addressed the Public Knowledge Task Force and a wording change in its charter from “education” to “training.” Anna said the Federation’s intention was education and information, not the training of county sheriffs, state militias, Continental Marshals, or the imposition of reporting requirements on them.
This distinction fit a broader theme in the week’s material concerning the relationship between public institutions, service providers, assemblies, and private organizations. The emphasis was on keeping functions and authorities distinct.
6. Public Government and Private Organizations
Anna repeatedly distinguished the American public government from federal corporations, state-of-state organizations, and other private or commercial entities. She described many longstanding disputes as arising from confusion between public authority and private corporate administration.
The webinar included taxation, land, titles, registration, courts, and federal employment within this framework. Anna said Americans should understand which institutions are public, which are private, and which operate as service providers under delegated powers.
7. Week 38 Articles
The Week 38 article collection ranged across the Saint Germain Trust, the Oud-La-La and Anunnaki narrative, banking, Native Nations, land and property, government structure, taxation, vetting, artificial intelligence, economic expansion, Canada, Michigan, and international institutional relationships.
Several articles presented Anna’s spiritual and historical narrative alongside statements about contemporary government and finance. She described herself as heir to Saint Germain and asserted a claim to the Saint Germain Trust, also called the World Trust. Other articles discussed large-scale economic change, asset-backed money, technology, suppressed technologies, artificial intelligence, and anticipated changes in world economic activity.
Federation leadership acknowledges a vetting failure
In a September 17 article, Anna von Reitz stated that the background checks involving Hunter Toyofuku-Aki and former Chief Continental Marshal Paul Pappas were incomplete. She also stated that neither man would have passed the ordinary vetting process and that the Federation had investigated the matter for approximately six weeks.
This is significant because both men occupied positions involving substantial responsibility and trust. A 2019 California Department of Financial Protection and Innovation order involving Hunter, Clarence Hester, Global Financial Trust, and Global FG Enterprises provides official evidence of prior regulatory action. That order was administrative; it was not a criminal conviction.
The existing evidence does not establish when Federation leaders first learned about the regulatory history, what checks were performed before the appointments, who was responsible for completing them, or what changes will now be made.
The concern extends beyond two individuals. International assemblies may rely upon Federation leaders, trainers, financial programs, and organizational guidance. Weak vetting at the center can therefore affect assemblies in several countries.
8. Government, Land, Registration, and Taxation
Land and property were recurring subjects in both the webinar and the articles. Anna urged people to preserve and publish evidence of their claims to land and chains of title and to reconvey paid-off interests into their own names. She also discussed forms of address in court, titles, registration of vehicles, land records, and what she described as false commercial presumptions.
Taxation was discussed in the webinar as part of the distinction between Americans and federal employees or federal corporate structures. Anna predicted that the Internal Revenue Service could be gone by 2027 and described payroll taxation as part of a broader historical dispute over federal administration and American assets.
9. Major Themes of the Week
Across the webinar and written material, several themes recurred: restoration of the American Government; separation of land, sea, and air jurisdictions; recovery of assets and banking functions; distinction between public government and private service providers; Native national identity and American State identity; land and property claims; taxation and registration; institutional history; and preparation for major economic and technological change.
The Week 38 material also continued Anna’s broader spiritual and historical narrative, including Saint Germain, ancient civilizations, the Anunnaki, the Oud-La-La, world trusts, and anticipated planetary and economic changes.
