Our purpose
NCSN provides a welcoming place for personal accounts and ideas, clear reporting on important developments, plain-language explanations, a commons, and an organized record that can be examined over time.
NCSN does not determine anyone’s political status, maintain an official membership roll, or authorize any person to act for an Assembly or government.
Our independence
NCSN is not an official website, committee, publication, or representative of The North Carolina Assembly, the Federation of States, or any associated officer or organization.
Content appearing here does not become an official Assembly position merely because it concerns Assembly affairs or was contributed by an Assembly participant.

Preamble
A sovereign people cannot mature in an atmosphere where honest questions are treated as disloyalty, disagreement invites reprisal, or capable people learn that silence is safer than participation.
North Carolina State Nationals was established to provide the independent space that a formal governing structure cannot always provide: a civil place to speak freely, testify about lived experience, examine difficult information, exchange ideas, form constructive relationships and recover the confidence required for responsible self-government.
We do not exist to compete with an Assembly, direct anyone's beliefs or create another authority over the people. We exist so that voices may be heard, facts may be assembled, complex developments may be understood and people may meet one another as equals.
Article I — Identity and Independence
North Carolina State Nationals (NCSN) is an independent association and civic commons for people who share an interest in self-government and the experience of living as State Nationals.
NCSN is not governed by, and does not speak for, The North Carolina Assembly, any Federation body, any political party or any public agency. Participation in NCSN does not create an office, title, rank, obligation or claim of authority over another person.
No person is required to affirm loyalty to an individual, institution or doctrine as a condition of being heard. Agreement is neither demanded nor presumed.
Article II — Purpose
NCSN exists to:
- Restore voice — Help people who have become silent through fear, discouragement, exclusion or exhaustion.
- Provide a civil setting — Make room for testimony, questions, ideas, creativity, companionship and mutual support.
- Make information understandable — Gather, organize and explain significant developments affecting State Nationals and North Carolina governance.
- Examine the larger picture — Identify what isolated meetings, articles and announcements do not reveal.
- Encourage independent judgment — Support constructive self-correction and practical cooperation.
- Preserve the record — Keep important events, statements and lessons from being lost.
Article III — The Commons
The Commons is the human heart of NCSN. It is our clubhouse: a welcoming place where State Nationals may speak with one another outside formal Assembly roles and chains of authority.
Within the Commons, participants may describe their experiences, raise concerns, offer proposals, explore the air, land and water jurisdiction teachings, discuss North Carolina governance, ask difficult questions, seek encouragement and help one another reconsider ideas when correction is warranted.
Criticism of conduct, decisions, policies, procedures and organizational effects is legitimate speech. Disagreement is not misconduct. Questioning is not disloyalty. Civility governs how we speak; it must never be used to prevent us from speaking.
Article IV — The Record
The Record is NCSN's disciplined reporting function. Inspecta Diligenter will collect, distill, organize and explain information for people who cannot reasonably read or hear every article, meeting, webinar and announcement for themselves.
The Record is not a scandal sheet, advocacy campaign or instrument for directing belief. Its duty is to make significant information accessible while preserving context and allowing readers to reach their own conclusions.
Every report should distinguish clearly among:
- Verified fact — information supported by reliable records or independently confirmable evidence.
- Direct statement — a quotation, recording or faithful account attributed to its source.
- Organizational claim — an assertion made by a person or body that has not necessarily been independently verified.
- Independent analysis — explanation of patterns, implications or inconsistencies, labeled plainly as analysis.
- Unresolved question — a material issue for which sufficient evidence is not yet available.
Sources will be identified whenever practicable. Material errors will be corrected openly. Significant subjects should be given a fair opportunity to clarify or respond. Uncertainty will be acknowledged rather than filled with speculation.
Article V — Freedom of Expression and Civility
NCSN protects broad freedom of expression within a narrow boundary of responsible conduct. Participants may be candid, skeptical, emotional, unconventional and critical. They may also be wrong and willing to learn.
The following are incompatible with this commons:
- No intimidation — Threats, harassment or encouragement of retaliation.
- No exposure — Publication of private identifying information without permission.
- No fabrication — Knowingly invented evidence or deliberate misrepresentation of another person's words.
- No personal degradation — Persistent attacks that serve no legitimate discussion of conduct or public responsibility.
- No illegal activity — Content or conduct that places participants or the project at risk.
Moderation will address conduct, not viewpoint. It will be used sparingly, consistently and with an explanation whenever circumstances permit.
Article VI — Testimony, Privacy and Protection
NCSN will collect no more personal information than the work requires. Contributors may use their names, initials, pseudonyms or no public identifier when the available platform permits.
We will never promise absolute anonymity that technology cannot guarantee. Before inviting sensitive testimony, NCSN will explain what information is collected, who can see it, how it may be used and what practical limits apply. Sensitive personal details will be removed or withheld when publication could create needless harm.
Testimony may be preserved as part of the historical record, but publication, quotation and attribution will follow the contributor's stated permission whenever possible.
Article VII — Mutual Support and Self-Correction
NCSN recognizes that many State Nationals have experienced disappointment, conflict, loss of trust, social isolation or institutional trauma. This commons will not diagnose people or turn injury into identity. It will offer language, information and fellowship that help people understand what happened and recover their capacity to participate freely.
Members are encouraged to correct one another with evidence, patience and respect. The purpose of correction is greater understanding, not victory, humiliation or control.
Article VIII — Visual and Spoken Communication
NCSN will communicate through more than written text. Images, recorded narration and clearly identified digital presenters may be used when they make important ideas easier to understand and remember.
Our visual language will create the feeling of an open door, a steady lantern and a welcoming hearth: warm, comforting, protected, invigorating and hopeful. Images will serve meaning rather than decoration or emotional manipulation. They should help visitors remember an idea, recognize a pattern or feel invited into thoughtful participation.
Digital avatars will always be disclosed as synthetic presenters. They will not impersonate real people, manufacture testimony or make a message appear to have human endorsement it does not possess. Spoken presentations will use reviewed scripts, and essential content will also be available as readable text or captions.
Article IX — Boundaries
NCSN does not adjudicate disputes, issue binding determinations, provide legal advice or claim governmental authority. It does not certify a person's political status or speak on behalf of all State Nationals.
NCSN may publish educational material, but it is not another compulsory training system. Practical understanding, useful work and meaningful participation take precedence over the accumulation of lessons, titles or credentials.
Article X — Stewardship and Accountability
Those entrusted with the NCSN site and its records are stewards, not rulers. Their responsibility is to protect access, accuracy, privacy, continuity and the freedom of the commons.
Editorial decisions will follow published standards. Conflicts of interest should be disclosed. Corrections and significant charter revisions will be dated and preserved so that NCSN's own conduct remains visible and accountable.
The site will never be the sole repository of its important records. Reports, source material and governing documents will be preserved independently so that a change in technology, ownership, cost or policy cannot erase the work.
Closing Commitment
We will hear without demanding agreement.
We will investigate without directing belief.
We will correct without humiliating.
We will remember what others overlook.
We will preserve a place where free people may find their voices again.
Corrections
Accuracy is a continuing obligation. If we make a material error, we will correct it openly and identify the nature and date of the correction. New information may be added without erasing the earlier record.
To report a possible error, identify the page or report, the statement in question, and any supporting information.
info@northcarolinastatenationals.comPrivacy and moderation
NCSN will request only the personal information reasonably needed for a particular purpose. MailerLite processes addresses submitted for NCSN email updates and unsubscribe requests. We will not sell or rent participant information. No website, email system, or outside platform can guarantee absolute confidentiality or anonymity.
Moderation supports respectful discussion, protects privacy, and keeps contributions useful. Questions, differing views, and well-supported criticism are welcome.
Use of artificial intelligence
NCSN may use artificial-intelligence tools to assist with transcription, organization, comparison, research preparation, plain-language explanation, and drafting.
AI-generated output is not treated as evidence or as an independent source. Material intended for publication must be reviewed by a responsible human steward.
Digital presenters or synthetic voices will always be clearly identified. They will not impersonate real people, fabricate testimony, or conceal the origin of a message. Written transcripts will accompany important audio or video presentations.
Accountability
NCSN asks others to distinguish facts from claims, acknowledge uncertainty, and correct mistakes. We accept the same responsibility.
We will not always get everything right. We will remain answerable for correcting what we get wrong.
